This behavior can occur if the DeskHtmlExt registry key is damaged or missing To resolve this issue, reinstall Windows on top of your existing installation. To do so, type a command line in the Run dialog box (on the Start menu), and use switches to rebuild your system files without affecting hardware settings and schemes. HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Controls Folder\Display\shellex\PropertySheetHandlers\ The DeskHtmlExt key contains a "(Default)" value, which points to a class registry key and a Tag value, which is a number unique to a particular computer.
