Two points:
1. Only a very few, percentagewise, of all the W98se CD's came with any bootup capability.
A floppy is required for most of them.
2. They typical PC hardware that Win98se is/was used on does not pay attention to
CD's as potential boot devices unless and until you enter the setup (BIOS), and select
the CD as the first boot drive.
