E-mail not working, though I can connect to the Internet

This may have been dealt with previously, though as looking for "E-mail" in this forum gives pages and pages of "hits" and I haven't the time to go through them, I think it is best to start from scratch. I am afraid that this will show my ignorance, or rathe extreme confusion, about the workings of E-mail, etc. I have previously posted here using my other computer (using Windows 98), but this for some reason has not been able to receive or send E-mails since about 2 pm on Tuesday 7.3.2006. It is however able to log on to the Internet and surf the web, but even from there you cannot get on Outlook Express. For some days before, I was only able to send and receive E-mails by getting on to the Internet first; if I first loaded Outlook Express and tried to send and receive E-mails it didn't work, and usually sent a message "Invalid user name or password". I have Broadband Internet with Metronet on the old computer, but my E-mail address is j.rippey@tiscali.co.uk (from a dial-up account). In the Outlook Tools tab the incoming server (POP3) is pop.tiscali.co.uk and the outgoing server is smtp.metronet.co.uk. There is a password for the Metronet Account (which I shall call "M") and a number, at various times, for the Tiscali Account (which I shall call "T1, T2, etc"). I have tried various changing pop.tiscali.co.uk to pop.metronet.co.uk and smtp.metronet.co.uk to smtp.tiscali.co.uk with various combinations of passwords, but none work so far. First of all, should be the incoming and outgoing servers be pop.tiscali.co.uk and smtp.metronet.co.uk, and if not, what? Also, should I be using the Metronet or the Tiscali passwords? I have E-mailed Tiscali "Customer Support" asking for help but if it is anything like their Broadband support, that it asking for the moon. Any suggestions would be welcome; there are probably dozens of E-mails waiting in my Inbox.
