Several specific freezing problems; Please help

Ok... this is gonna be sort of a long explanation, but I feel it's necessary
to really diagnose the problem i'm having.
First of all, when I boot up my computer normally, this is what happens; the
desktop background appears, and the start bar appears. Then, nothing. No desktop
items, nothing. When I click the start button, it depresses, and then nothing happens.
When I press CTRL+ALT+DEL it shows that only three three things are running, one
of them explorer.exe . By this point explorer has stopped responding.
Booting in safe mode isn’t much more successful. When I boot the computer
in safe mode, it does the same thing as booting it normally, except all the desktop
icons appear. However, if you click one of the items on the desktop fast enough,
you CAN get the file to open, if it is a text file, word document, or image file.
This makes whatever application is necessary to open the file open up, and from
there I can go to “Open” and view the files on the computer, and even
load up files that’ll work with the opened application. However, if I try
to right-click anything, it freezes, and the program I was running will eventually
stop responding.
So, in conclusion, my question is; is there ANY way to maybe fix this problem using
the command prompt boot option, or maybe a startup diskette? Also, there is another
HDD slaved to the computer with nothing on it, if that helps at all.
