It's "Cable Select", and that is often how drives are shipped when new. Because the system can tell which of the two is attached to the farthest end, and that is always the Master, but both should not have their jumpers the same, either.

Whichever one you choose to be Master should be jumpered that way, as well as attached at the end, then the other is attached in the middle, with its jumper (usually) set to be the Slave.
