The intention was for IE to be so closely integrated with Windows that each depended
on the other, and it could therefore not be left out or removed. But the Europeans
were having none of that, so by the time XP came along, there was a version without
IE.
The result remains a block to your preference for an older IE. There is no built-in
way to run an uninstall. However, there still are four more months of support for
Windows 98se, and "Critical" updates may extend past the general cessation of support.
The "oldest" IE that will work with the Windows Update site is 5.5.
Microsoft doesn't make that version available, but AOL does. It's on their CD's,
and everyone seems to get a new one of those every couple of weeks, if not more often
than that. So use whatever you've found that removes 6.0, and then install 5.5 from
the AOL CD.
