|I have a ton of music and video on my old computer which runs windows 98.
|I want to get them off and put them on my new comp.
|Ironically, the day i go to move the files, windows 98 decides not to load...
|Is there any way I can remove these files while in safe mode?

I could not disagree more strongly with Fred.
Providence has given you a warning to back up these files.
(If this stuff isn't backed up, I doubt that your IMPORTANT stuff is either.)
Further, I refer you to the axiom that "A backup isn't a backup until it is off-site".
MULTIPLE backups are really the way to go;
besides a 2nd copy near where you use the computer,
think: a copy at work or at Mom's house or in a safety deposit box.
