Ok, I FINALLY managed to fix it. Turns out it wasnt any of the problems listed on the link you posted, just a bunch of viruses. Apparently one or more of them damaged the wininet.dll file and then hid the error (made it so the error box wouldnt show up). After I slaved the drive to a friends computer and had him remove the viruses, the error appeared. Then i just replaced the wininet.dll file and it worked perfectly. Hope this comes in handy for anyone who ever has the same kind of problem I had.
