I think this was mentioned in the MS article. There is NO option for "Disable fast 
shutdown" in msconfig-->General-->Advanced. I have Windows 98SE with SP1 2.0.2 installed, 
so, i think i already have the shutdown patch from MS. The registry key that controls 
this is set to "0" i.e. in HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Shutdown 
FastReboot is 0. Oddly enough, I tried setting it to 1, and my PC restarts when i 
shut it down!
