It sounds as if the Win98 Boot Floppy is missing a File or part of a File Command
Go to another computer and Bootdisk.com and create a new Win98 Boot Floppy.
After the Win98 Boot Floppy has been created, click on the desktop My Computer Icon.
When the My Computer Folder opens, click on Drive A:\. {this will show the Files
that are in the Win98 Boot Floppy. }
Right click on the Autoexec.bat file and choose EDIT.
add /L:R to the end of LH %ramd%:\MSCDEX.EXE /D:mscd001 /L:%CDROM%
make sure it looks like this:
LH %ramd%:\MSCDEX.EXE /D:mscd001 /L:%CDROM% /L:R
During install the Cd-rom Drive Letter will be R:\
Next scroll down towards the bottom of the Autoexec.bat file and find :
set CDROM=
set LglDrv=
next add the following text just below..........set LglDrv=
..............copy text below but do not copy this line......
echo Making new directory WIN98 on C:
md c:\win98
copy a:\msbatch.inf c:\win98
echo.
echo copying CABS from CD-ROM DRIVE
R:
COPY *.* C:\WIN98
echo.
echo All files are now copied to C:\WIN98

C:\WIN98\SETUP.EXE /ie /im /is /v /nr
..................do not copy this line........................
now close out the autoexec.bat and save the change.

NEXT ...................open Notpad then copy and paste the text below into it:

Find the text that reads TimeZone="ENGLAND" and change it to your timezone:
Find the text that reads ProductKey="XXXXX-XXXXX-XXXXX-XXXXX-XXXXX"
remove the XXXX etc and add the Productkey code for the Win98 Cd that you are using
for install.
....Next...
Close out the notepad file you just created and save it to the Newly Created WIN98
BOOT FLOPPY.
Save as "MSBATCH.INF"
make sure you have the quote marks just like above. If you do not have the "
marks just like above it mayl be saved as a text file instead of an .INF
FILE.
Next find the CONFIG.SYS within the WIN98 BOOT FLOPPY.
Click on the CONFIG.SYS and open it.
Next find the lines that look like this:
[menu]
menuitem=CD, Start computer with CD-ROM support.
menuitem=NOCD, Start computer without CD-ROM support.
menuitem=HELP, View the Help file.
menudefault=CD,30
menucolor=7,0
..................I placed the dotted line here ..........
..........Edit the config.sys to look as example below..............
[menu]
menuitem=CD, Start computer with CD-ROM support.
menuitem=HELP, View the Help file.
menudefault=CD,01
menucolor=7,0
.............do not copy the dotted line...............................
when finished with the edit of the config.sys, close it out and choose to save the
change. You may want to click on the config.sys once again to make sure the change
and saved.
THIS WILL EXPLAIN THE EDITS THAT YOU HAVE MADE AND WILL EXPLAIN THE INSTRUCTIONS
FOR USING THE NEWLY CREATED WIN98 BOOT FLOPPY:
The edit of the config.sys causes the Computer to auto add the cd-romm drivers
to the OS during install. {not tech correct but is ease to understand}. The auto
choice will occur within one second after menu is displayed on the computer screen.
The edit to the autoexec.bat creates the WIN98 FOLDER and auto copies the MSBATCH.INF
into it. It also copies all of the .CAB FILES from the WIN98 INSTALL CD and places
them into the WIN98 FOLDER.
The msbatch.inf file will help with an unattended install of Win98.
The rest of the text will stat the Install Process of Win98
WHEN YOU ARE READY TO INSTALL WIN98
Place the Win98 Boot Floppy into Drive A:\
Boot the computer.
During bootup ....Place the Win98 Install Cd into the Cd-rom Drive.
That is all you need to do. The Commands on the Win98 Boot Floppy will start the
Unattended install of Win98.
NOTE: When you see that Win98 is in the process of Installing
Remove the Win98 Boot Floppy and the Win98 Install Cd. The install will start after
a message has been displayed that 102 FILES HAVE BEEN COPIED.
AND AFTER you see this message:
Getting ready to install Win98 on Drive C:\
{note: there are several more items that can be added to the MSBATCH.INF that will
setup Windows as you want it setup. If you need to make any changes, I suggest doing
so after the install.
