Strange problem

I am having a strange problem while booting my Win 98SE system. When I switched on
the system straight away booted into Safe Mode. So I shutdown the system and started
it again. But this time I held the F8 key ( to get Win 98 Startup Menu )..but instead
of getting the Win 98 Startup Menu it straightaway went to Step by Step configuration
( by itself)....after pressing lots of Enter it booted to Windows. So now everytime
I switch on the system I have to boot it like this ( Press f8...No Startupmenu...Step
by Step...to Win 98 ).
What is the Problem? Why is the Win 98 Startup Menu not appearing? Why isnt the system
booting thru Normal Mode and going thru the Step by Step config by itself ? Will
the scanreg/restore be helpful?
