Nope.
EXPLORER.EXE == Windows Explorer == Explorer
IEXPLORE.EXE == Internet Explorer == MSIE, IE, M$IE, Internet Exploder

|I'm sure it has something to do with active-x and java.

Using Internet Explorer to browse is the least safe, least stable way.
There are 3 browsers which are more secure and more stable
and are available for free:

Firefox is Mozilla's browser-only offering.

The Mozilla Seamonkey suite
also includes an email client[1]/ newsreader as well as an HTML editor.

Opera become freeware in September 2005 (no on-screen ad frame any more).

said **STOP USING INTERNET EXPLORER**.

"Because it came with Windoze"
is no reason to continue to use the #1 vector for infections (Internet Explorer)
for everyday browsing.
The more you use M$IE, the greater the chance it will become broken
and/or infect the rest of your system.
(You will still need it to go to Microsoft sites
and will have to get it fixed for that.)


When a Windoze system starts behaving strangely,
the 1st thing to do is scan it for infections:[2]

[1] This is a replacement for the #2 vector for system infection: Outlook Express.

[2] This is especially true if you use Internet Exploder as your day-to-day browser
and even more apt if you also use Outbreak Express.
