I just downloaded this update with no problems. Did you turn off your Antivirus and/or 
firewall during the update? Norton AV is known to interfere with downloads, as are 
others.

"the no pages will come up." I do not know what this means.

Try the update again with firewall and AV off, once you reach Windows Update site. 
Look in add/ remove programs for the previous update and remove it, if it exists.

If you are running Win98 First Edition, rather than 98 SE, you might want to consider 
an upgrade to 98 SE.
