Actually, this is the update that's going to have a fix on the 25th. The one you're
referring to is a cumulative update for IE.

When I try to start the browser as normal, the browser won't start..
What do you mean by start as normal? It sounds like you can run IE with no problems,
but the shortcut doesn't work. You haven't explained in much detail.
You didn't say when you installed the update, but if it's just in the last few days,
restoring a registry backup may solve it. But, the update will be no longer be installed.
Go to Start/Shutdown, choose Restart in MS DOS mode, or.. reboot and hit the CTRL
key just before Windows loads, until you get the boot menu. Choose Command prompt
only.
At the C:\> type: scanreg /restore Press enter. A good backup will have the
word "Started" before it. Choose a date prior to this problem. Then hit Enter. You
should get a message that Windows successfully restored the registry. Then CTRL_ALT_DEL
to get back into Windows.
