Got me.

One poster indicated the fix is for IE Cumulative Security Update 912812 (in MS06-013 Security Bulletin)---at least thats how I read it...

The other poster indicated the fix is for a Windows Explorer vulnerability (908531) in MS06-015 Security Bulletin---which, by the way, as of 4-16-2006 had no patch available for Windows 98,98SE & ME, just for Windows XP, 2000, & Server 2003.

Like Bob Wells said, I downloaded/installed the 912812 Security Update with no problems, without disabling anything---Seems your situation envolves additional problems---thats why I suggested starting all over again....
