Your problem is almost definitely a driver issue. That's why it shuts down properly
in Safe mode - a default set of good, working drivers is loaded by Win98.
While in Safe mode, check in Device Manager and remove any "ghost" devices that may
still be installed - ones that have been removed long ago, but their drivers hang
around. (Note that you can only see these ghosts in Safe mode.)
The worst offenders I've seen to cause hangup at shutdown are mouse drivers. Try
removing the mouse in Device Manager, then restart the system to force it to re-detect
the mouse. Do the same for other devices, especially ones that you may have installed
recently.
