OS installed over OS - remote PC cannot see local in network neighborhood

1) i lost a file from the win98se os.
2) installed os over os (trying to avoid a format of the drive and complete re-install).
3) slight prob with connxn - but resolved (reinstalled NIC driver - also using D-Link 
DI-604).
4) re-mapped local PC.
5) cannot read local (over-installed) PC from remote (untouched) PC (local reads 
remote - remote does not read local).
6) seem mapping on local 'did not take' - might  have resolution by removing and 
replacing network neighborhood (right?).
7) ?how to remove/replace network neighborhood on local PC?
8) ?does this have to be done on remote PC also?
