Explorer disappearing

Can someone explain this? I boot up my computer running Windows 98 SE and Explorer
shows up in the Close Program box when I press CTRL-ALT-DEL, plus a few others.
However, if I do something as simple as open Windows Explorer and then close it,
Explorer no longer shows up in the Close Program box. This computer is free and clean
of viruses and trojans, etc.
Why is Explorer disappearing?
