You need to get a handle on the word "file";
it appears that you constantly misuse it.
Learn also what is meant by "folder".

There should be no hidden files in C:\WINDOWS\Recent
--unless you made them hidden.

You were obviously somewhere besides C:\WINDOWS\Recent.
Are you positive that you have the name of the file correct?
For good help, information that is accurate and complete is important.

I think Keith is correct: an OS reinstall is likely in order;
if you deleted one, you likely deleted a bunch.

As Keith said, there are some files which (by default) are hidden.
I really hate Microsoft's decision on which should be (by default) invisible.
One thing I suggest to users is to go into My Computer; Tools; File Options; View
and change the setting to make sure Files and Folders; Show All Files is always ticked.

Never delete an EXE file unless you know what it does.
You shouldn't be doing a delete on such files anyway
--that's what Add/Remove Programs is for.

Until you become a lot more savvy about Windows,
never delete a file you aren't looking at directly.
(I am NOT talking about a FOLDER here.)
