Unable to accesses specific websiteson a secure wireless network?

I have a HP laptop with Win98SE that I use in 2 different locations, with a wireless
network.
This past winter, in FL, the 'network rep' changed something in the Windows DOS box,
to allow me to connect, to their open residential wireless network. It worked fine,
then. Before this, I couldn't get any browser to work.
Now that I'm at home & using a a closed home network through WPA, there are several
websites that I can't
get to open, unless I'm on dialup & the network items are unchecked in the 'start
up' menue.
I asked a person that knows more about this than me &
they said when they run a tracert, I just get * * * * and a time out message.
I tried to explain this to the best of my limited knowledge about this. I hope someone
can give me some insight on
this. I use Explorer 6.0 and Firefox 1.0.6.
Do need a clean install and start again?
