4.0 is old. Suggest using a good computer, go to evolt.org, and download I.E. 5.5
SP2. Then burn it to a disk. It's huge, 60 megs or so, so you'll need a fast connection,
or a lot of patience. You can unpack it in C:\ and run it from there. It includes
some updates, which I would check and install before installing 5.5.
As well, i've had problems with rundll.dll and rundll32.dll being corrupt on installation.
look on google for those 2.
