Question about 'Use True-Color Icons'

I have a question about Use
True-Color Icons:
With the computer I have I want to be able to see photo quality pictures on the net
etc. Going to the settings in display I only find 16bit colour and 2 bit colour.
How can i get it to 256 or true colour?
