Netgear router preventing site access

I am running Win98se on a Gateway computer. I have Comcast broadband. Their modem
is plugged into a Netgear wired router and my computer access passes through the
router to the internet. I am suddenly unable to access a particular web site:(http://www.ntractorclub.com/forums/nboard/nboard.htm).
This page was set on my Links bar at the top of the browser. Clicking on it results
in this message:
"Forbidden
You don't have permission to access /forums/nboard/nboard.htm on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument
to handle the request.
Apache/1.3.33 Server at www.ntractorclub.com Port 80" Additionally, I can't enter
the parent site of www.ntractorclub.com.
If I bypass the router and plug the broadband modem directly into my computer then
I can access the site as normal. It seems obvious to me that the router is doing
something to prevent me from entering that site. I have entered the router and gone
to a previous backup configuration but that didn't work. I then reset the router
to factory defaults and am still unable to access that site. I had already tried
power cycling both the router and the modem by unplugging the power and replugging,
but neither of those worked either.
The router has the capability to block particular sites, but I have that feature
disabled, and anyway, going back to the default settings should have cleared that.
I have also cleared my internet cache, even deleting the internet folders that IE
creates, and deleting any cookies relating to that site.
Since I can access the site when using only the modem, I have ruled out my browser
settings and my Norton AV as possible causes. I can access any other site without
a problem through the router. This particular address seems to be the only one I
can't access. What's going on?? Could it be the router is unable to process the DNS
resolution for that site?
Can anyone suggest what I should do next besides buying a new router?
