Your description is very sketchy.
It could be that the thing worked at one time
and it has increasingly given problems--eventually not working at all.
In that case, get a lens cleaner and use it.
If the drive is very old, the laser LED could be degraded past reliability
and you need to replace the drive.
It could be that the thing worked at one time and suddenly didn't.
In that case, it could be a corrupt device driver,
meaning that the old driver should be removed and a replacement installed.
It could be that the drive is brand new and you have never seen it work.
In that case, it needs to be connected with a power cable and a signal cable,
jumpered properly, and needs a device driver installed.
