Well if you have MSVCRT.dll on a floppy you can copy it to the proper folder from
DOS.
How are you trying to access Safe Mode?
As the computer starts up hold down the Ctrl key until you see the DOS menu, Normal
Mode, Safe Mode etc. Select Command Prompt Only put in the floppy with MSVCRT.dll
on it and type.
Copy A:\MSVCRT.dll C:\Windows\System then Enter. Then try a restart to see
what other errors it brings up.
As gewg_ says you've just rebuilt it, rebuild it again, not a re-install. A Format
and fresh install.
