System files leff over after uninstall

I recently uninstalled software, and noticed that there where the uninstalled vendor’s 
folder in 'application data'.
In that folder, there is .DLL files, and .BAK type files, and few more.

I want this folder removed as it offers no benefit; so, is it safe to delete the 
folder? could these file types be connected to the system folder in anyway?
