Unable to run scan disc due to Explorer

Greetings: I can't get rid of Explorer running behind the scene even in Safe Mode. Scan Disc has to keep restarting due to Explorer running in the background. I hit ctrl-alt-delete but Explorer is still there. I need to run Scan Disc and have it fix any errors that are there. I've went into MSCONFIG and removed the check from Windows run & this hasn't helped either. Any help with this problem will be appreciated. Best Regards, Gerald
