It's just that the default security for DOS-based Windoze is essentially non-existant
--you can simple opt-out of any log-ins.

Either someone has added a real security layer to this box

or this computer is on a network.

In the case of the former,
you need to locate the person who installed the security layer.

In the case of the latter,
you need to contact the System Administrator for the network.
