I had the same problem with XP and sure enough, Dori's solution worked for me. Because I have two kids, I use system restore all the time, and after a year or so of restoring about once a week, I noticed my icons getting jumbled in quick launch after a restore starup. Then it recently started happening on every reboot, which was really frustrating. I do also have a couple anti-spyware programs going, so between the antispyware and the system restores, something blew away the NoSaveSettings item in the registry. I re-created it and as Dori insturcted, locked it in the registry by importing it to a file. I did find that I CAN lock my taskbar, if I anticipate how the last item in a row will jump down and compensate for that. Thanks, Dori.
