This does not seem to be connected to any particular operating system. The crux of
the problem is found at

User>Software>Microsoft>Windows>CurrentVersion

Change NoSaveSettings to 00 00 00 00. Restart your computer, put the icons in the
order that you want them to be in, then restart again. This time the icons should
remain in the order you placed them.
