Start > Run then enter SFC.

That will find if any of your product files have been damaged. I had a problem with my folder display for 6 months and I kept trying to find what it was I had done to the registry. Then I ran SFC and was told that 4 of the files of Win98 were damaged. I had always thought that would necessarily crash the computer. But it didn't. All I ever noticed was that the folders would not default to alphabetic order. They do now.

Next, install TweakUI:

It will have the files TWEAKUI.CPL and TWEAKUI.HLP. Move these into C:\WINDOWS\SYSTEM. Once you do you will see a new item in the Control Panel. It will be TWEAKUI!.

Pick the Repair tab of TWEAKUI and select from the drop box, "Repair Icons".

Maybe that will work.

(Trivial technical side note: CPL is an executable extension same as EXE, SCR, BAT, VBS, etc, etc. That means you can click on it directly w/o starting the Control Panel. For instance I keep a shortcut to TweakUI in the menu folder where I have the various registry cleaners and editors as well as it being in the Control Panel.)
