A floppy disk which is formatted for use in Win XP might not be usable with Win 98,
because Win XP floppies can use either the NTFS file system or the FAT system.
Probably your DOS format program is failing because it cannot recognise the data
structure of the floppy disk, because it's formatted as NTFS.
Buy some floppy disks which are unformatted, or are formatted for FAT.
