well i converted over to Linux last year but i still remember this:

1) hi-lite some jpeg file in explorer
2) then hold down the shift key and right-click it, and choose "Open With"
3) select some graphics program (Mspaint, whatever) from the list AND check box "Always open this type of file with this program"
4) Hit OK and the jpeg should open
5) repeat for any other file types
