can't start windows

I am getting two messages when trying to start windows. First is "error loading
explorer.exeou must reinstall windows" The second is "unable to run C:\windows\system\runonce.exe"
I usted the start-up disk to no avail. As a last resort I tried to reinstall Windows
from the CD, but can only get through part of the installation process when I get
error messages.
If I were to install Windows in a different directory, can I salvage my data (Word
docs., etc) from the old directory and put them in the new one? Is there anyway I
can get the reinstallation to "take?" I've never run into a situation where I couldn't
reinstall the OS. Any suggestions would be appreciated, since I've gotten desperate
and run out of ideas.
