Safe Mode is a diagnostic mode. You can check some things to find out what's preventing Windows from booting normally. Often it's a device driver problem. Check all your hardware devices to see whether there are any problems. Go into Device Manager... right click My Computer - Properties - Device Manager tab. Check for any duplicate or problem devices (with exclamation points). If there are any, delete ALL instances of that device. Reboot and Windows will detect new hardware and reinstall the drivers for the device/s.
