I know its not a solution but all the Control Panel objects are *.cpl files stored 
in the Windows\System folder. If you do a search for those and double-click on Appwiz.cpl 
this should open the Add/Remove. If it doesn't then there is something corrupt in 
the registry. 

How long as it had this problem?

You could download Ccleaner its free, that 
has an Add/Remove section.
