Now that we know what type of problem you're having you'll probably get better information.
First go to Start>Find. In the Named box type "C:windows\system\desk.cpl". (no Quotes)
and enter C: in "look in", click find now.
The file should come up only in C:\Windows\System, size 217kb,dated 4\23\99. No problem
if it also shows in C:\Windows\sysbackup.
I suggest you run System File Checker and see if this file comes back as corrupted.
Be sure to have your Win98SE CD handy for restoring the file.

Spend some time reading the instructions here so you'll know what to do when files
are shown as corrupted or deleted.
At any time if you do not understand or cannot figure out what to do, simply tick
the Ignore button and move on. The problem file will be there again next time you
run SFC.
Pay close attention to Version numbers. You always want to retain the NEWEST version
of the file if possible. Newest version will have the highest version Number. Sometimes
you can go by Dates, but this is not always available for every file. You have to
look closely at the Version Numbers. Sometimes the newer version is NOT readily appearant.
Be prepared to spend some time getting through all the files that SFC comesup with.
PATIENCE is a must.
