If this IS a "free space" issue, try this first: Run CCleaner.
AFTER running CCleaner, run a thorough Scandisk (this will take a while),
then run Defragmenter.
Junk buildup slows down ANY system! If you haven't cleaned up things for a long time,
this will cause performance degradation and yes even freezing.
If the above didn't help, and the thorough Scandisk shows the drive to be OK, you
might consider reinstalling Windows 98. The only way Win2K would 'help' here is because
the O.S. would be a clean install, and you can clean re-install 98 as well. And if
the freezing is because of other hardware issues like the CPU, a new O.S. won't help.
(Cleaning all the dust out of the case and fans might help CPU overheating, which
can cause the O.S. 'freezing')
Win2K SP4 would be a nice upgrade, if your machine has the proper amount of
RAM (at least 128 MB, preferably 256). It won't be dirt cheap, Win2K CD's are fetching
decent money on eBay & elsewhere due to continued demand. Not to say that Win2K is
perfect, but I prefer it versus XP for <1Ghz systems (just make sure you have 128
MB> of RAM).
My Win2K Server is the most problem-free machine I have (even with SATA drives!),
so I'll give you a 'vote' for a Win2K upgrade, if you have the RAM.

Athlon 1.1 - 768 MB RAM = 98SE & XP Home
Athlon 3000+ 64 - 1024 MB RAM = 98SE (@768 MB RAM) & XP Pro
IBM ThinkPad PIII 900 - 384 MB RAM = 98SE & XP Pro SP2
