Incoming and outgoing servers

I'm still trying to learn the computer, so you might think this is a stupid question,
but here goes. When trying to 'Contact Us', frequently, sites use Outlook Express.
That stops me dead, what are incoming, and outgoing servers, and why is this necessary
for sending mail by outlook express, does uncle Bill need to keep us under his thumb?
