Can't install/run Windows 98

I have a computer not hooked up to the internet and installed windows 98. It tells
me there is an "error in installing Explorer.exe to reinstall." I do that and still
come up with the same message. When I click ok on need to reinstall it gives me
a message that the required .DLL file, C:\WINDOWS\SYSTEM\COMCTL32.DLL was not found.
I have tried editing the system files by reentering Shell=Explorer.exe and still
don't get anything different.
I have tried at the DOS Command line C: WIN98_74.cab /S and still get the same.
What do I need to do to fix this so windows 98 will run? Please help! Thanks Jill
