Im in the command prompt

I am in the command prompt(took a while) but none of the useful commands are working. It seems that there is a connection issue between the computer and the harddrive somehow. i can DIR C: /p /o and find the contents of my hard drive, yet i can't seem to access any of these. I can't even open a new directory prompt (like C:\windows\) yet it shows that its there... so where does this leave me? bad HDD? i need lots of information and pictures off this HDD so i can't just scrap it. IDEAS?? thanks
