I searched the internet without success to find a solution to this problem. What seems to have worked in the end is that I restarted windows98 in safe mode and found there was no problem when I clicked on the start button to close it down. When it rebooted in normal start up mode it seemed to redraw all the desktop icons. It then seemed fine to click on the start button and everything displayed as it should.
