Not without an operating system...and it doesn't have to be a M$ (payware) OS.
These folks will give you a free OS CD--delivered to your door (still gratis):

As Kiwi said, you can pull out *the drive* and add that to an existing box
(if all you want is additional storage).

No. USB is bi-directional.

You are describing a **network**.
A "NIC" (Network Interface Card) would do that (you still need an OS)
--and Ethernet is MUCH faster than USB on an old box.
