|Trying to add a sound card to older PC that NEVER had audio.
|Plug & Play "sees" it as an unknown device. Drivers won't load.

You appear to be ASSuMEing that the hardware works.
My suspicion is *defective electronics*.
Tried the sound card in another computer?
Know someone with a sound card in his Spares box?
How do you handle electronic components?
