Can't loan internet explorer

Hello, fellow annoyed computer people,
I tried installing a new printer and got an illegal operation message. After searching
this site and others, I decided it could be a virus, and it was. got rid of it but
then windows wouldn't come up so I reinstalled from Win98 startup.
The IE says file not found. I still have connection from network so I can get in
from my computer address bar but am limited on downloading documents,etc. What is
name of program so I can set it up?
Help!
