WindowsGuard will do what you need and it is free. I'm not sure why the suggestion 
that WindowsGuard is not secure is in the previous post. 

The link provided in that post has a comment from a user of the program that,

"Protection is easily bypassed by opening Task Manager and killing the wgpro.exe 
process"

That may seem to suggest that WindowsGuard is not secure but further reading shows 
that to be wrong. The very next comment at that link says, 

"To fix that, just add 'Windows Task Manager' to the blocked programs list."

Sounds good to me! I think I'm going to download WindowsGuard (It's FREE!) to use 
on my kids' computer.
