The Quick Launch toolbar can be disabled or restored by using the function "Shell
enhancements" on the "IE" tab of TweakUI.

The Quick Launch directory on your C: drive is -
"C:\WINDOWS\Application Data\Microsoft\Internet Explorer\Quick Launch"
Put the necessary program shortcuts there.
