Not Enough Memory Quit one or more programs!

I keep getting a message that there is "Not enough memory, quit one or more programs" on a computer running Windows 98SE with 1GB of memory, with only the System Tray and Explorer running. The System Configuration Utility reports that there is 1037684Kb of memory with 92% free. Virtual Memory is being controlled by Windows and 95% of the resourses are available. Would like to hear from anyone that can tell me what is causing the problem and how to correct it. Thanks, Tom
