Where more than 128MB of RAM is installed, the [vcache] setting in the file C:\WINDOWS\SYSTEM.INI
needs to be modified. The setting required depends on the amount of RAM actually
installed.
Fixing Win98SE to accept up to 1GB memory requires you to use NOTEPAD to edit the
file SYSTEM.INI (in the [vcache] section of SYSTEM.INI) as follows:
MaxFileCache=524288
minfilecache=32768
chuncksize=2048.

Getting the OS to *properly* utilize amounts in excess of 256Mb is another matter
entirely.
