I don't know what winbue32.dll is so i did a web search and it appears its malicious 
software. So if you can't delete it from inside Windows because its in use then restart 
you computer and hold down the Ctrl key until you see the DOS menu. Select Command 
Prompt Only then type in del c:\windows\system\winbue32.dll and restart 
you computer. Once it starts up Run: regedit and select Edit\Find and type 
in winbue32.dll. Everyplace it finds this word just hightlight the key-name and press 
the delete key. Select Yes to confirm deletion. Press F3 to find the next occurance 
of this file until you get to the end.
